The Property Owners Association notes that most destinations are about a five-minute walk. Paths, boardwalks, cobblestone streets, restaurants, shops, greens, and beach service are the product. Compare Seacrest if you want east-end proximity with lagoon / tram amenities. Compare Alys Beach if you want quieter courtyard design control. Compare WaterColor if you want a larger amenity campus beside Seaside.

### Design rules are not optional decor

This is not a quiet inland HOA that happens to be near the coast. It is a planned, design-governed town. Architecture draws from Caribbean, West Indies, and southern coastal precedents. The Regulating Plan, Urban Regulations, Architectural Regulations, Landscaping Regulations, and Design Review Procedures govern construction and maintenance. The Town Architect handles compliance. Paint, additions, fences, driveways, and landscaping are not weekend DIY. If you are buying with a plan to “update it later,” budget the review.

### What “rental-friendly” actually means

Rosemary is one of the 30A towns where short-term stays are part of the culture, not an awkward exception. The official rental site highlights summer kitchens, private pools, Gulf view, Gulf front, media rooms, and a luxury collection because that is what guests already search. For cottages and townhomes, official rental policies have used seven-night minimums during spring break and summer and four-night minimums in other seasons; carriage houses, lofts, and flats can have shorter minimums. Confirm current program policies. The Rosemary Beach Foundation and a long seasonal calendar (Christmas through Father’s Day and New Year’s) are why demand does not fall off a cliff every September.

None of that is a guarantee of income, and none of it skips the law.

Before a home can legally operate as a short-term vacation rental in Walton County, owners need Florida Department of Revenue registration, a DBPR Vacation Rental-Dwelling license when applicable, Walton County tourism development tax registration, then annual county short-term rental registration. The county fee schedule has listed $300 per property for individual annual registration ($227 in a community registration program) and steep daily penalties for operating without it. Parking is where pretty listings fail. Street parking is limited. Walton County requires off-street parking for vacation rentals. Garage spaces count only if they remain usable for vehicles. A garage turned into a bunk room may look great in photos and fail compliance. Official rental agreement materials often limit accommodations to one vehicle unless the property description states otherwise, and parking passes are enforced.

Rosemary Beach Cottage Rental Company describes itself as the only on-site vacation property manager and the rental agent for each individually owned property in its portfolio. You are not required to use one sentence of marketing copy as your business plan, but you should understand the on-site program (check-in, deposits, house standards, amenity access) before you close. Out-of-area buyers who skip the management plan inherit the 24/7 responsible-party problem on day one.

### Golf carts are not part of this town

Effective March 1, 2014, the Rosemary Beach Property Owners Association banned golf carts, ATVs, LSVs, motor scooters, and similar off-street vehicles inside the community. Motorized wheelchairs and similar mobility devices are permitted. That is intentional. It protects the walkable community; it also makes unloading, parking, and arrival planning part of property selection. Short-term rentals cannot be advertised as event venues, weddings, or pop-up retail. If you want a party house, this is the wrong town.

Amenities that support both owners and official-program guests include four pools, a fitness center, eight Har-Tru tennis courts, a 2.3-mile fitness trail, and beach service (chairs, umbrellas, watercraft, sunset setups, bonfires).
